hurrican's happen quiet commonly every year, some wore then others. but the factis they happen weither we can get away from them or not, so why does the government not help the process in creating safer building and homes, and fidding new and more relevent ways of predicting where and when a hurrican will strike? you may not know the answer to my question. but, here is another so maybe you can anawer this one. im in 9th grade now, but in 8th grade earth science we learned about lightning, my teacher said so,ething that i want to make sure is correct. he said 'lightning starts at earth and rise's up instead of coming down from the sky. i believe him so i would like to know for sure, i guess with thr positive and negative electrons and energy in the sky it could be true. but im looking for an answer to my questioin. can you give it too me?
